The Albany International Airport serves as an economic engine for the greater Capital District.  Over 1,200 people are employed by the Airport, our airlines, TSA, FAA and our various concessions including rental cars and food service.

AIRPORT CHIEF EXECUTIVE OFFICER - JOB DESCRIPTION

                                                         

GENERAL STATEMENT OF DUTIES:  Serves as Airport Authority Chief Executive Officer; does related work as required.

DISTINQUISHING FEATURES OF THE POSITION:  The Chief Executive Officer (CEO) directs the marketing, airport development, planning and engineering, community and public relations, administrative, financial matters, procurement, budgeting and legal staff in fulfilling the mission of the Airport Authority.  Provides 24-hour management and control of Authority facilities and operations to ensure the safe, efficient, secure and continuous operational use of runways, taxiways, terminal buildings and ramp.

In addition to being the ACAA’s primary representative to the Federal Aviation Administration (FAA), the Chief Executive Officer serves as the lead point of contact with the State, County, and Local officials.  This collaboration is particularly critical in recognizing the airport’s impact on future economic development initiatives and long term modernization/expansion of its facilities and services.

The Chief Executive Officer oversees a workforce of more than 250 employees engaged in the operational, security, administration, budgetary, maintenance, commercial and design and construction activities on-site at the Airport.  The workforce consists of both public and private sector employees.  The public employees are Albany County Airport Authority staff which consists of approximately 22 employees.  The 220 private employees provide parking, building maintenance, ground maintenance, ARFF and custodial functions at the Airport and are employed by AvPorts and the Million Air organizations.

The Chief Executive Officer facilitates monthly board meetings with the Airport Authority members and guides staff in preparing and presenting agenda items for approval.  Administrative duties include directing all relations with airlines, concessionaires and airport tenants.  Facilitates the preparation of contracts, and reviews and offers guidance in the preparation of the annual budget.

THIS IS A PROFESSIONAL POSITION WITH THE FOLLOWING RESPONSIBILITIES:

Supervises the ACAA executive staff, including the Airport manager, Chief Financial Officer, Counsel, Communications Director, Airport Engineer and other employed staff and consultants engaged in the operation and support of the Airport Authority;
Works directly with the airline industry to ensure maximum Albany based options for the flying public, while maintaining cost competitiveness and efficiency.
Represents the Authority to the public, airlines, and other members of the community and government agencies;
Leads the development of the Airport’s economic planning activities in support and in collaboration with regional business leaders and elected officials to ensure maximum coordinated planning and implementation;


Maintains membership with the American Association of Airport Executives and other professional organizations; attends conferences, workshop, and meeting to keep abreast of current information and developments in the field of aviation and airport development;


Obtains and provides timely financial and operational updates to the ACAA Board;


Directs the oversight of AvPorts and all of its operations and all areas of responsibility which included, but is not limited to, firefighting, parking, airside maintenance, landside maintenance, and airport operations;


Directs the oversight of MillionAir and all areas of its operations and areas of responsibility which includes, but is not limited to, fuel farm operations, aircraft fueling, de‐icing, and handling of GA aircraft;


Facilitates monthly Board meetings and guides staff in preparation and presentation of agenda items for Board consideration;
Works in conjunction with the TSA and law enforcement to assure the safety and security of the passengers, all airport employees and visitors of the Airport.

  

REQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS:

 

Demonstrated leadership and management ability to lead a diverse team of airport staff.  Experienced in management of public facilities and employees.    Familiarity with federal and state transportation and aviation rules and regulations, including FAA and NYSDOT typical grant applications, procedures, and agreements. 

Highly ethical, resourceful, and demonstratable good judgement and personal leadership;
Comprehensive knowledge of public finance market practices for funding major capital projects;
Thorough knowledge and experience in the executive management of a large (multi-million dollar), complex public facility with multiple projects simultaneously underway at any one time;
Ability to plan and direct all aspects of large scale public works projects through planning, financing, and construction with demonstrated success completing projects on schedule and within budget.
Ability to present complex written and oral reports clearly and concisely;
Ability to establish and maintain effective interpersonal relationships with various (and often competing) stakeholders.

ACCEPTABLE EXPERIENCE AND TRAINING:

Graduate from an accredited college or university with a bachelor’s degree in aviation, engineering, architecture, business, law or a closely related field.  Ten-years of post‐graduation, progressively responsible administrative experience in the management and leadership of a large scale, complex organization or department operations (preferred that a minimum of seven years are in a government setting with major airport or transportation components).

AIRPORT PARKING SUPERVISOR – FULL TIME, SALARY EXEMPT

Vacancies currently exists in the Commercial Services Department for Parking Supervisor.

Summary:  Manages and coordinates the day-to-day operation of the Airport’s parking operations.  Directs the activities associated with collecting parking fees and maintaining an orderly transaction flow in the ground transportation system, including the public and employee parking lots and the commercial vehicle access zones by performing the following duties.

Duties:  Duties include:  Analyzes capacity of lots, rate of turnover and lot layout to secure maximum sale, control and collection of revenue due.  Administers the parking access and revenue control system.  Assists in the coordination of parking lot repairs and other construction activities in order to mitigate the impact on parking activities and to ensure the orderly flow of traffic. Determines staffing requirements; prepares and approves work schedules and monitors staff performance.  Manages equipment inventory, maintenance and repair.  Assists in the development of the Ground Transportation Business Plan.  Participates in the formulations of marketing, promotional and pricing policies.

Skills required:  Bachelor’s degree (B.A.) from four-year college or university with a degree in Business Administration preferred, with a minimum of three years supervisory experience; or ten years retail or parking lot related experience with five years supervisory experience; or equivalent combination of education and experience.  Must possess a valid New York State Driver’s License. AIRPORT MAINTENANCE TECHNICIAN – VEHICLE AND EQUIPMENT MECHANIC

Vacancies currently exist in the Airfield Maintenance Department for the position of Airport Maintenance Technician – Vehicle and Equipment Mechanic.

Summary:  Performs a wide variety of tasks involved in repairing and maintaining electric, diesel, and gasoline powered vehicle and equipment by performing the following duties.

Duties:  Duties include:  Notifies and coordinates routine and non-routine repairs and maintenance with the Lead Vehicle and Equipment Mechanic. Read job and/or preventive maintenance orders and observes and listens to vehicles/equipment in operation to determine malfunction and to plan work procedures.  Performs routine and non-routine inspection and maintenance on Airport vehicles and equipment.  Disassembles units such as engines, transmissions, or differentials and inspects parts for wear; overhauls and /or replaces engines and transmissions; repairs/recharges or replaces parts such as batteries pistons, rods, gears, valves and bearings; overhauls or replaces carburetors, blowers, generators, distributors, starters and pumps; rebuilds parts such as crankshafts and cylinder blocks; rewires or installs new ignition systems, lights, and instrument panes; relines and adjusts brakes, aligns front ends, repairs or replaces shock absorbers, and solders leaks in radiators; mends damaged body and fender parts; replaces and adjusts headlights and installs and repairs accessories such as radios, heaters, mirrors and windshield wipers; examines protective guards, loose bolts, and specified safety devices on vehicles, and makes adjustments; lubricates moving parts and drives repaired vehicles to verify conformance to specifications. Inspects tools and equipment on a regular basis to ensure operational safety; attends various training session; performs routine shop keeping duties in order to ensure a safe hazard free work environment.

Skills required:  Applicant must possess a High school diploma or general education degree (GED); minimum of three years experience in the repair and maintenance of light trucks and diesel equipment.  Must be qualified on stick and mig welding; have computer tune up experience and knowledge of fuel injector and hydraulic systems.  Must possess a valid New York State Driver’s C.D.L., Class B, License. Employment is contingent upon successful completion of a pre-employment physical, drug screening, background check and must meet and maintain Federal security requirements for unescorted access into all operations areas.

FACILITIES MAINTENANCE TECHNICIAN – HVAC

A vacancy currently exists in the Facilities Maintenance Department for the entry level position of facility maintenance HVAC technician.

Duties include:   Performs daily operational checks of HVAC systems and BAS controls and reports deficiencies.  Maintains, performs and assists in routine maintenance and repairs.  Documents repairs and preventive maintenance work.  Troubleshoots problems  and makes adjustments using both main computer terminal, laptop, and PDA.  Supplies lists of parts and supplies for order.  Responds to emergency breakdowns and callbacks to assist.  Performs tasks of facilities maintenance technician.  Other duties may be assigned.

Skills required:  High school diploma or GED.  Minimum of three years experience in  maintenance and repair of HVAC systems, with a good working knowledge of hot water and low pressure steam boilers and chilled water conditioning equipment.  Must be proficient in a Windows computer environment.  Employment is contingent upon successful completion of a pre-employment physical, drug screening, and meet and maintain Federal security requirements for access into all operations areas.

AIRPORT MAINTENANCE TECHNICIAN- Full Time

Vacancies currently exist in the Airfield Maintenance Department for the position of Airport Maintenance Technician – Airfield Maintenance.

Summary:  Performs a wide variety of tasks involved in airfield and grounds maintenance.

Duties include: performs routine & non routine inspection and maintenance of airfield and airport grounds; operates heavy equipment including dump trucks, snow plows, blowers, brooms, loaders, graders, mowers, crack sealers, paint stripers, jack hammers, compressors, forklifts and pavement cutters; maintains airport grounds, runways, taxiways, and ramps; attends necessary training to operate equipment, snow removal, emergency operations and safety procedures.

Skills required:  Applicant must possess a high school diploma or GED and ground maintenance work or related experience; must have prior experience in the use of hand & power tools and demonstrated ability to operate a wide variety of heavy equipment.  Must possess a valid NYS driver’s license and must be able to obtain a CDL, Class B license within ninety days of employment. Employment is contingent upon successful completion of a pre-employment DOT physical, drug screening, background check and must meet and maintain Federal security requirements for unescorted access into all operations areas.

AIRPORT MAINTENANCE TECHNICIAN – ELECTRICAL / COMMUNICATIONS

A vacancy currently exists in the Airfield Maintenance Department for the position of Airport Maintenance Technician – Electrical / Communications.

Summary:  Installs, repairs and maintains communication, computer, camera and security access wiring and related equipment.  Assist Airport Maintenance Manager with other duties as assigned.

Duties:  Duties include:  Responds to work orders and emergency requests to move, change, install, repair, remove or terminate data and communication lines and equipment such as computers, networks, cameras, access pads, and telephones. Plans layouts and installation of data and communication lines and equipment. Reads technical manuals to learn correct settings for equipment. Modifies equipment in accordance with user requests and factory directives. Connects microcomputers or terminals to data communication lines.  Troubleshoots, tests and maintains various systems to ensure proper operation.  Enters commands into computer to test equipment and/or program services.  Assists in the preparation and review of floor plans, blue prints and schematics.  Advises Airport Maintenance Manager of needed equipment and supplies.  Operates lifts and a wide variety of hand tools.  Assists Airport Maintenance Manager in other duties as assigned.  Participates in training as required.  Participates in Total Quality Management Programs.

Skills required:  Applicant must possess an Associate’s degree (A.A.) or equivalent from two-year college or technical school; or five years experience in the telecommunication field; or equivalent combination of education and experience.  Must possess a valid NYS driver’s license. Wage:             $23.85/hr – $26.19/hr range
